cooks election stalls

Cook Islanders this week resigned themselves to days of waiting after an election marked by historic levels of "special" votes.
This follows changes made to rules under the Electoral Act made by the current government of Dr Robert Woonton.
Lost in voter and media apathy before, during and, even now, after the elections, the changes have multiplied special votes from a couple of handfuls to dozens.
No news yet on exactly how many special votes were actually cast on Tuesday 7 September 2004, the country's eleventh general elections.
Earlier elections are understood to have been in
1965
1968
1971
1974
1978
1983 mar
1983 nov
1989
1994
